Normally when planning out a newsletter, what AdminBuzz did was we this, Here. You could try that, mainly I suggest doing what we did. which is,

We asked Members, what they would be interested in seeing, in a newsletter.
And they answered.

As I said, you should trying doing what we did. Maybe make an announcement asking members what they would interested in seeing in your newsletter.

nice idea, to make an announcement or pool first to ask members what they want to received.
HTML maybe can make people interesting, unfortunately not all email set to received a html format, maybe you can offered 2 types newsletter.
