The price all depends on you and your site and the design that you want. Lets just say four figures.

Some sites can of course be created for a little cash, especially when you use ready-made scripts that are free or coast little.
However, some of the best sites are those that break new ground in either approach, services, content or presentation. Those are the sites that drive trends and those are the sites that are usually custom coded and designed. That's because a really new idea usually requires a new approach to web design. Those are the sites that will cost thousands of dollars to launch. We are working on two such sites right now. One is budgeted at $3,000 and the other has an open budget because we don't know how long it will take to code the core system. Luckily, our coder owns a share of the site so that keeps costs lower. That site is already over $5,000 including dev, marketing, legal, etc. The first will be ready sooner than the second. I estimate about 1 more month to launch.
