I would go up to 1,000 to pay someone to do any certain part of the site. If they go over, I would ask them to do something smaller. I find it easier to work when the budget is lower but you are paying different people.

I would pay four figures for a design that was made for my ENTIRE site.
Homepage, forum, contact page, etc. They especially need to know how to design around a forum.
