Joomla! is the best in my opinion. I've always loved working with it.
The templates are nice, along with the features.
It has a lot of flexibility and most sites that use it look very nice.

Hmm now that I think of it, I need one that has a good download repository that allows users to upload/download, comment, etc on it.

I have always used Joomla! when I needed a CMS.

I am using Joomla on RedAlertHQ which is listed in my sig but I am looking for a CMS that can manage downloads and uploads. If I cannot find one I must make one or have one custom made.

I've used Joomla and can say that it is a VERY comprehensive package. You can't go wrong with this one.
